Hello! Is it possible to make sounds similar to the ones in this videos, but with a budget friendly gear?

First of all, I know that this modular setup is probably worth like 7000$, but I'm looking for somewhat similar sounds. I'm not looking for a drum sounds, only for synth-y type higher notes. Can something semi-modular get me close to that realm? Also, I would like something with a sequencer, not looking for a keyboard... let's say under 700$. Is it even possible?

I'm a beginner here, so bear that in mind. Thanks!
