Behring Neutron sustain level higher than attack level

I don't know how other synthesizer work, but I was surprized to find that the sustain level is higher than the peak of the attack. Until now I had thought it doesn't matter if you have a long or short decay if the sustain was at full level, but this is not the case.

The attack goes to about 8.2V and the sustain to 9.6V. This means that if you put your sustain at above 8.2V, then the decay adjusts the time it takes to reach the sustain level above the 8.2V.

The following oscilloscope images shows what I described:

Long decay, half sustain

Long decay, full sustain

No decay, full sustain

Is this normal or exceptional for the Neutron?
