Struggling to synthesize a sound

Hey guys ! I'd like to find something similar to this synth at the early begining : https://leclairband.bandcamp.com/track/dallas
This kind of Manicini-ish swimming pool & suitcases feeling if you know what I mean. I tried different VST or hardware but couldn't exactly find how to synthesize it, any advices ?
