VCAs vs Attenuators

VCAs vs Attenuators

I have always understood a VCA as an Attenuator with CV control.. perhaps this is an incorrect definition? (I know many attenuators also invert) Two questions:

1) how do you decide whether your system needs more VCA or attenuators?

2) do I have a correct understand of the difference between the two?
